Intrauterine insemination (IUI) is one of the most popular fertility treatments in Singapore. However, while it is one of the more affordable fertility treatment plans available, it is best that couples planning to undergo it are aware of the different financial support options available for them.

While IUI is not comprehensively covered by most insurance plans, there are many different options for financial assistance. Here's a breakdown of the coverage landscape for IUI in Singapore:

Insurance Coverage for IUI

Most private health insurance plans in Singapore do not directly cover the costs of fertility treatments like IUI. However, some insurers offer partial coverage through supplementary maternity riders.

  1. Manulife ReadyMummy

    • This plan explicitly covers pregnancies that result from procedures such as IVF and intrauterine insemination (IUI). It is designed for those who are seeking basic yet sufficient coverage while accommodating additional premiums for ART-related pregnancies.

  2. PRUFirst Promise

    • This maternity insurance plan covers assisted pregnancies and includes benefits tailored for both mother and child. It also addresses potential complications that arise from fertility treatments.

However, despite the explicit coverage provided by plans such as Manulife ReadyMummy for pregnancies resulting from assisted conception procedures, including IUI, these often come with additional premiums. It’s essential to check the fine print of your policy or consult with your insurer to determine if your plan includes such benefits.

Medisave coverage and government co-funding

Patients can explore several payment options for IUI treatments:

Medisave coverage

You can withdraw from your Medisave account and/or your spouse’s Medisave account for IUI procedures, up to a withdrawal limit of $15,000 per couple. Details of the withdrawal limits are as follows:

  • 1st treatment cycle: up to $6,000

  • 2nd treatment cycle: up to $5,000

  • 3rd and subsequent treatment cycles: up to $4,000

Government co-funding

  • For eligible couples undergoing IUI at public hospitals, government co-funding is available. To qualify, couples must meet certain criteria:

    • The female partner must be under 40 years old at the start of the IUI cycle.

    • You have been assessed by a doctor to have met the clinical requirements for assisted reproduction technology (ART) treatment.

    • You have not already received 3 co-funded fresh and 3 co-funded frozen cycles in the past.

    • You or your spouse must be a Singapore citizen at the start of the IUI treatment.

The co-funding covers up to three cycles with varying amounts based on citizenship status:

  • SG citizen couple: 75% coverage, up to $1,000

  • SG citizen & permanent residence couple: 55% coverage, up to $700

  • SG citizen & foreigner couple: 35% coverage, up to $500

When should I consider getting insurance coverage for my IUI treatment?

In Singapore, you should consider getting insurance coverage for IUI treatment in advance because of waiting periods and coverage limits.

What should I do?

  1. Apply in advance: Many maternity insurance plans have a waiting period of at least 12 months before you can claim for fertility treatments.

  2. Check coverage limits: Each policy may have a cap on fertility treatment claims.

How to apply for financial assistance?

  1. Research options: Look into government subsidies, insurance coverage, and payment plans to figure out what’s best for you.

  2. Gather documents: You may need to submit medical records, financial statements, and identification.

  3. Work with your clinic: Most fertility clinics can help you apply for subsidies, use MediSave, or arrange loans.

  4. Follow up: Make sure you meet all deadlines and check the status of your paperwork.

In Singapore, IUI is not widely covered by private insurance plans unless supplemented by specific maternity riders. However, government co-funding and MediSave withdrawals provide significant financial support for eligible couples undergoing treatment at public hospitals.

Couples considering IUI should explore both private insurance options and government assistance programs to manage costs effectively. Consulting with a fertility specialist and financial advisor can help you navigate these options and make informed decisions.
