Dr Yoong Chee Seng is an Anaesthesiologist and Consultant Pain Specialist currently practising at Singapore Paincare Centre, located on Orchard and Novena.

With over two decades of clinical experience, Dr Yoong’s practice focuses on chronic pain management and regional anaesthesia. He is skilled in ultrasound-guided interventional procedures for chronic pain, as well as acute pain techniques such as caudal, interscalene, epidural, and intrathecal injections. His broader anaesthetic expertise includes sedation, general anaesthesia, ventilator management, and the placement of arterial and central venous lines.

Dr Yoong graduated with a Bachelor of Medicine and Bachelor of Surgery (MBBS) and later obtained his Master of Medicine (Anaesthesiology) from the Yong Loo Lin School of Medicine at the National University of Singapore. He completed advanced training in pain management at Sir Charles Gairdner Hospital and Royal Perth Hospital in Australia.

Before entering private practice, Dr Yoong held several leadership roles at Changi General Hospital (CGH). He served as Chief of the Department of Anaesthesia and Surgical Intensive Care from 2006 to 2012, and as Director of the Chronic Pain Service from 2015 to 2020. He also played a pivotal role in establishing both the acute and chronic pain services at CGH, enhancing multidisciplinary care delivery for patients with complex pain conditions.

In addition to his clinical leadership, Dr Yoong has contributed extensively to education. He was a Clinical Associate Professor with the NUS Yong Loo Lin School of Medicine and SingHealth Duke-NUS Anaesthesiology and Perioperative Sciences ACP.

He also held positions on national healthcare committees, including chairing CGH’s Medical Ethics Committee and serving on the National Transplant Ethics Panel. As a member of the Ministry of Health’s Opioids Committee, he was involved in developing Singapore’s first national opioid prescribing guidelines.

Dr Yoong is accredited to perform anaesthetic procedures at Thomson Medical Centre.
